Sterk gelijkend op de BTMC 2652 werd deze telefoon geproduceerd door de Hawthorne fabriek in de USA voor de export. Hij werd gemaakt om aan de contractuele verplichtingen van BTMC in Antwerpen te voldoen. Toen BTMC werd bezet tijdens WW1 stopte de productie aldaar.
De Western Electric 396-E werd gemaakt in 1917 totdat de USA ook betrokken raakte bij de oorlog. Na WW1 werd de productie weer voortgezet tot 1920, toen BTMC de productie van de BTMC 2652 hervatte.
